Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress:
Pennsylvania is entitled to 18 Representatives and 2 Senators in Congress. That adds up to 20. Regardless of whether the Pennsylvania Legislature acted within its power under the Constitution of the Commonwealth of Pennsylvania in adopting a more permissive absentee ballot law, the question is whether the twenty were appointed in the manner directed by the Pennsylvania Legislature. The Pennsylvania statutes are the documents enacted by the Pennsylvania Legislature and in those statutes, the Pennsylvania Legislature directs the appointment of electors.
but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.
Either they are or they are not federal employees.

Is there any question that the Pennsylvania electors did meet in Pennsylvania? Even if the governor had signed an executive order banning assemblies of more than ten persons, which he did not, that would have been superseded by the United States Constitution clearly directing that they shall meet. This provision was and remains important because the drafters intended to keep the federal government out of having any control over the outcome. A State cannot punish a United States Senator for accepting a bribe in Washington, D.C. and voting in Washington, D.C. under the influence of that bribe; but any bribery of an elector is a crime under the laws of that State because the elector votes under the influence of that bribe, in that State. Those lines on the map mean a lot to bureaucrats.

They were very careful not to draft a constitutional amendment saying the District of Columbia is a State. But wait...What about the provision that the electors shall meet in their respective States? The District of Columbia is not a State; so how can her electors meet in their State?
